उपद्रष्टाऽनुमन्ता च भर्ता भोक्ता महेश्वरः।परमात्मेति चाप्युक्तो देहेऽस्मिन्पुरुषः परः॥

And in this body there is also a higher person — the one who watches and permits, who supports, who experiences, the great lord, called the supreme self.

Upadraṣṭā — the one who watches from nearby. Anumantā — the one who allows.

Watching and permitting. Not intervening, and not absent either.

A driving instructor in the passenger seat has a brake pedal and almost never uses it. She watches everything. She lets you take the roundabout badly, because taking it badly once is how you learn to take it well, and she is not less present for not having touched anything.

Going deeper

The permitter is the title in this list that does the most theological work, and it is usually passed over.

A presence that watches and allows is not the same as one that causes. It also is not a bystander — allowing implies the capacity to have done otherwise. That position is what makes it possible for this book to hold a divine presence inside every person without making that presence responsible for what the person does.

It is the same careful construction as Chapter 9, where Krishna sat udāsīna-vat, as if uninvolved, with the qualifying word doing all the work.

For a reader this is the most usable image of the divine in the chapter. Not a judge keeping records and not a force moving your limbs. Something close enough to see everything, with its hands off the wheel, which is how anybody who wants you to become capable actually behaves.
