रजसि प्रलयं गत्वा कर्मसङ्गिषु जायते।तथा प्रलीनस्तमसि मूढयोनिषु जायते॥

rajasi pralayaṃ gatvā karma-saṅgiṣu jāyatetathā pralīnas tamasi mūḍha-yoniṣu jāyate

The verse says

Coming to the end while drive is strong, one is born among those attached to action. And dying while heaviness is strong, one is born among the confused.

In plain words

The other two outcomes, stated flatly.

Driven, and you land among the driven. Heavy, and you land among the confused.

No punishment in either description. You go where you already were.

Where you've felt this · with money

Your friend grew up in a house where money was the constant subject. He married into another family where money is the constant subject. Nobody arranged it. Those were the rooms he was comfortable in, and comfort did the selecting without being asked.

Going deeper

Like going to like is the mechanism here, and it is the same one Chapter 9 gave in four flat clauses.

There the line was: those vowed to the gods go to the gods, those vowed to the ancestors go to the ancestors, and so on. The principle is that attention has a direction and delivers you somewhere over time. This verse applies it to the three strands.

No judge appears in either passage, which is consistent across this whole book.

And the smaller version is observable without any beliefs about rebirth. The rooms you find comfortable select your friends, your work and eventually your character, and the selection happens below the level of decision. Over twenty years that is the most powerful force operating on most lives, and almost nobody chose it deliberately.
