If something is turning you, the reasonable responses are fear or resignation. Neither is offered.
What is offered is shelter, and the phrase is sarva-bhāvena - with the whole of what you are. Not part of you, while the rest keeps a hand on the wheel.

Shelter rather than fear is the response proposed to the idea that you are being turned, and the difference between the two is relationship.
A machine with nobody in it is a frightening thing to be mounted on. The previous verse put someone in it, seated in the heart of each being, which changes what the situation is. Being carried by an indifferent mechanism and being carried by someone are not the same experience, whatever the physics.
The phrase about wholeness is doing specific work. Partial shelter is what most people manage: handing over the parts that are going badly and keeping a grip on the rest. That is the arrangement this verse rules out, not because it is forbidden but because it does not deliver peace. Half-surrender is simply more management.
And the thing promised is not an improvement in circumstances. It is peace, which the verse treats as separate from how things are going. That is either the most useful idea in the book or an evasion, and which it is cannot be settled from outside.
