The verse says
Fearlessness. A clean heart. Standing firm in knowledge and in practice. Giving, holding the senses, offering, study, hard discipline, being straight with people.
In plain words
A list begins, and the order of it matters.
The first item is abhaya - no fear. Not courage, which means acting while afraid. The absence of the fear itself.
Everything else comes after that one, and the placing is deliberate. Most of the ugly things people do are frightened things. Take the fear out and a good deal of the rest falls away on its own.

Bhaskar lives at the end of your street and settles arguments. When two families fell out over a shared wall last year he walked over and sat down with both of them. He holds no position, he has no money, and he has nothing to lose by saying the unpopular thing. That last part is why they let him do it. He is not braver than anybody else on that lane. There is simply nothing anyone can take from him that he is holding on to.

Fearlessness is put first on this list because it is the condition the rest of it runs on.
Abhaya means without fear - not the overcoming of fear, which is a different and far more strenuous thing. Think about what fear actually produces in a person. Lying is fear of what the truth will cost. Grabbing is fear of going without. Cruelty, more often than not, is fear wearing a louder coat.
So this is not twenty-six separate skills to be collected one at a time. It is closer to one person described from several angles.
That should be a relief if the list looks long. You are not being handed a syllabus. You are being shown what somebody becomes once the thing underneath has shifted, and the first item tells you which thing it is.
