श्लोक कहता है
Or else he is born in a family of practitioners who have understanding. Such a birth as that is harder to come by in this world.

A prosperous, decent household is the first option. A household of people who already practise is the second, and it is called rarer and by implication better. Money buys room; it does not buy company.
That is a claim about how this sort of thing is actually transmitted, and it matches 4.34, where the instruction was to go and find a person rather than read further.
Dhīmatām — of those who have understanding. Not of the devout or the observant. Understanding is what is being inherited.
